New Administrative Capital Real Estate — Zones, Projects and Prices

Egypt’s New Capital is an emerging smart city east of Cairo, developed and managed by the Administrative Capital for Urban Development company, ACUD. It includes the Government District, Central Business District, residential neighbourhoods, Diplomatic District, cultural institutions, the Green River and privately developed residential and mixed-use projects.

There is no meaningful single “New Capital price.” An R7 apartment should not be compared with a Downtown shop or a CBD office. Use, developer, plot, licence, floor, frontage, finishing, delivery, operation and payment structure all materially affect value.

Location and Boundaries

The city lies east of New Cairo along the Cairo–Suez corridor and is connected to East Cairo by roads and the Light Rail Transit system. Buyers should verify the exact plot and real journey times instead of relying on “minutes from” advertising.

Mostakbal City, New Cairo, El Shorouk, Madinaty and Badr are separate destinations. Bloomfields is in Mostakbal City, not inside the New Capital.

How to Compare Projects

  1. Compare the same property use and a similar size.
  2. Separate cash price from total instalment price.
  3. Add maintenance, parking, club and other mandatory charges.
  4. Compare down payment, annual payments and handover payment.
  5. Verify finishing specifications and contractual delivery.
  6. Distinguish developer inventory from resale and assignment.
  7. Inspect actual construction progress.
  8. For commercial property, verify licence, operator, loading and parking.

End Use and Investment

End users should prioritise delivered or near-operational areas, visit at different times and confirm live retail, healthcare, transport and utilities. Residential investors should test realistic rents, waiting time and assignment restrictions.

Commercial investors must go further: verify permitted use, operating company, loading factor, frontage, floor, lifts, parking, surrounding occupancy and the legal basis of any “guaranteed return.”
